At approximately 7:48 p.m. on July 25, 2020, a fire broke out in a storage room located in Qianlong Alley on Chengdong Avenue in Youjiang District, Baise City, Guangxi Province. The fire department was alerted for assistance. According to surveillance footage from the scene, the employee on duty, upon discovering the initial stages of the fire, did not immediately dial “119” to report the incident. Instead, he first called his boss! Shortly afterward, he also called a coworker—but still failed to promptly call the emergency number. From the moment the fire started until the alarm was finally received, more than six minutes had passed. During this time, the on-duty employee merely grabbed two buckets of water and attempted to put out the fire himself. It was actually the coworker who arrived later that eventually made the emergency call.
